On behalf of a private sector manufacturer of deep silicon etch and plasma deposition equipment:

Third Coast Managing Partner Russell Smith put together a strategy to have the Army research lab in Adelphi, MD undertake a research initiative into developing a next generation class of Radio Frequency MicroElectroMechanical Systems (MEMS) to aid away teams / special operations units maintain GPS contact while executing search and destroy missions in tight urban spaces and enclosed buildings where line of sight satellite contact cannot be maintained.

Simultaneously Smith worked with the U.S. House and Senate Defense Appropriations Subcommittees to fund $7 million in fiscal year 1999 and $8 million in fiscal year 2000 to fund this program. The result was over $10 million in incremental revenue for the client and a legacy that endures to this day as the preferred provider of deep etch and plasma deposition equipment for the federal and DoD labs that engage in MEMS research and development.

On behalf of a private sector manufacturer of digital imaging equipment:

Third Coast Managing Partner Russell Smith helped put together a strategy to create a joint Department of Health and Human Services and Department of Defense program to test 100,000 DoD personnel in widely distributed locations for breast cancer using digital mammography techniques. Smith simultaneously worked with the Senate Labor, Health and Human Services and Education Appropriations SubCommittee to insert report language into the Fiscal Year 1999 Labor H Appropriations Bill requiring the application of the program. The result was millions of dollars in incremental revenue to the client and the proof that widely distributed environments where the physician and the patient are not in the same location can be effectively served through the use of digital imaging techniques.
